 | Kathleen M. Wilburn, Ed.D. (Principal) Dr.
Kathleen Wilburn has 20 years of experience developing and delivering management,
technical, and staff development training as well as performance
consulting and process design for private, public, and nonprofit organizations. She
designed the Texas Quality Service curriculum for state agencies and trained trainers to
teach the curriculum. She developed training for the Performance Based Budgeting and
Strategic Planning process mandated by the Texas legislature. She has managed training
functions and taught at the high school and university levels. She is also certified to
teach Situational Leadership and MBTI.
Dr. Wilburn is the Examiner Committee Chair and a judge for the
Greater Austin Quality Council and co-president of the Austin chapter of the International
Society for Performance Improvement. She co-authored two articles in the International
Society for Performance Improvement Journal: "Eleven Techniques to Jump-Start
Performance Dialogue" (Jan. 1998), and "Nine Strategies for Growing into
Kirkpatricks Evaluation Model" (Oct. 1998). She holds MAs in English and
Counseling Psychology, and an Ed.D. in Higher and Post-Secondary Education from the

 | H. Ralph Wilburn, Ph.D. (Principal) Dr.
Ralph Wilburn holds a Ph.D. in Instructional Technology from The University of Texas at
Austin. He has 25 years of experience designing performance-based training interventions
using the Instructional System Design process. His design background includes training
development for the aerospace industry, semiconductor manufacturers and semiconductor
supplier manufacturers, as well as business and state agencies. Other areas of expertise
include front end analysis and curriculum evaluation, as well as structured OJT and
performance improvement.
Dr. Wilburn is a judge for the Greater Austin Quality Council and
co-president of the Austin chapter of the International Society for Performance
Improvement. He co-authored two articles in the International Society for Performance
